Summary

The DOT Shipper is a transportation professional trained to 49 CFR 172 Appendix H. The DOT shipper is a transportation professional that is fully qualified to assist with material characterization, packaging selection, and shipping document preparation

The Shipper is assigned full-time in the field to coordinate transportation and disposal (T&D) services with the customer, and supports the T&D document preparation/distribution. In this role, the Shipper will prepare all on-site shipping paperwork, waste manifests and maintain daily shipping logs.

The Shipper also will coordinate and manage shipments for disposal, and may be required to track and manage trucks, intermodal containers, and railcars. This shipper provides the customer with a consolidated and consistent daily approach to ensure all waste shipments are transported efficiently and safely.

The individual shall possess adequate training including applicable sections of Department of Transportation including 49 CFR 172 Appendix H, and other applicable training requirements for overseeing the management of hazardous materials. In addition, this individual shall possess the required OSHA HAZWOPR training and medical monitoring commensurate with the full-time on site role. This individual shall be considered a dedicated resource for the duration of the assigned project.

This position requires good oral and written communication skills. It also requires managerial and technical expertise in the areas of rail transportation, DOT, NRC, RCRA, OSHA, Project operations and waste disposal requirements.

Maintain customer relations overview and design plans for executing transportation for projects and waste campaigns destined to WCS for disposal and/or treatment.

This position coordinates shipments with WCS operations personnel.

This position may be performed remotely or at the WCS facility.

Performs routine security activities related to providing security for personnel and property at the facility by performing the following duties. Provides oversight involving access to the facility by all personnel and vehicles. Reports directly to the Security Supervisor. While performing the duties of this job, the employee may receive occupational exposures to ionizing radiation that are As Low As is Reasonably Achievable (ALARA) and within regulatory limits.


Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Conduct reviews of customer waste data for compliance with requirements for shipping and disposal site waste acceptance.
  • Visually inspect outgoing material and containers.
  • Verify the appropriate treatment, sampling, and analysis, and meets the criteria of the approved Profile, WAC, and DOT requirements.
  • Properly characterize, classify, and Profile the waste stream using approved and accepted industry standards.
  • Ensure that the selected packaging is waste stream is appropriate for the waste/material being shipped.
  • Inspect package after initial loading and complete a checklist for each package.
  • Perform or review the results of radiological surveys of each package (radiation & contamination), to ensure that conditions meet requirements of DOT, and document with appropriate survey forms;
  • Perform or review the vehicle/package radiological release survey for shipping purposes including supporting evidence of same with appropriate survey forms;
  • Provide estimated or actual weights on each loaded container based on information provided by others (may include scale tickets or estimated weights based on bucket scale results, for example).
  • Assure that WCS can rely on all above representations made by the Generator or other contractors related to shipped material.
  • Establish a detailed communication approach with the customer and interface with WCS site Operations Managers.

Supervisory Responsibilities

This position may supervise other shipping personnel for certain transportation and logistics projects.


Qualifications

Education and/or Experience

This individual must have at least five (5) years of related waste management work experience; or an equivalent combination of education and experience.


Language Skills

Ability to read and interpret documents such as state and federal regulations, safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.


Mathematical Skills

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals


Reasoning Ability

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Have the ability to apply basic concepts of algebra, accounting and geometry.


Computer Skills

To perform this job successfully. An individual should have knowledge of Development and Project Management Software, Internet, Excel, PowerPoint and Word.


Other Skills and Abilities

Demonstrated knowledge or ability in the following areas; Resource Conservation and Recovery Act(RCRA); Department of Transportation(DOT); Texas Commission on Environmental Quality(TCEQ); Texas Administration Code(TAC); Understanding of Federal, State and Facility policies and regulations.
