Serves as liaison between the County and curbside collection contractors.
Manages and oversees on-site contractor route supervisors of the curbside collection programs.
Assures compliance of contract specifications through a detailed knowledge of curbside recycling collection, yard waste collection, and yard waste processing contracts.
Maintains records of all recycling activities, including transport and processing of collected materials. Reviews invoices and prepares reports on participation.
Performs asset management of recycling carts to include properly inventorying, storing, and tracking the assets.
Repairs, replaces, and delivers recycling carts.
Completes monthly performance evaluation of collection contractors. Calculates performance fines based on service issues, customer complaints, safety concerns, and associated contract specifications.
Responds to public inquiries regarding curbside collection, complaints, and expansion requests.
Responds to customer inquiries regarding all Environmental Resources programs and related matters.
Plans expansion of curbside collection programs based on population growth, budget restraints, and feasibility of service.
Monitors contractors’ performance through route monitoring and tracking of contractor vehicle Global Positioning System (GPS).
Maintains accurate street listing and house counts.
Manages the Curbside Recycling Application (CRA). Ensures accurate data for all entries by all users. Enters and ensures accuracy of street listing and route data for recycling and yard waste collection.
Maintains accurate address data for all residences within the curbside collection programs.
Conducts outreach which includes visits with schools, non-profits, and other civic groups to promote recycling, waste reduction, and litter abatement.
Plans and conducts special programs as assigned. Performs related work as required.

Training and/or Education
High school diploma or GED.
Three years of solid waste experience in the recycling and waste reduction field.
Licenses or Certificates
Valid Driver’s License

The work is mostly sedentary with periods of light physical activity, and is performed in office and landfill surroundings. Typical positions require workers to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs; bend; reach, hold, grasp, and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally and to use normal or aided vision and hearing.
Weekend work is required. Employee is subject to call back in emergencies and to work outside during inclement weather.
