    As a PSYCHOLOGICAL HEALTH PROGRAM MANAGER (NGT5854000), GS-0101-12, you will provide preventive, remedial, and support services aimed at improving and sustaining the psychological health of National Guard (NG) military members and their families. As part of the Office of the State Surgeon the incumbent exercises technical oversight, plans, coordinates, monitors and provides access to a full range of professional services for the eligible populations served. Duties focus on outreach, education and prevention, needs-based and psychosocial assessment, diagnosis, short-term problem resolution, and provision of or referral to evidenced-based interventions. Responsibilities include providing: primary, secondary, and tertiary prevention programs, specialty training for NG health care professionals and other personnel on issues related to the psychological health of Guardsmen and their families, and multi-level community organization, collaboration, and enhancement.

    This position is advertised as indefinite. If funding becomes available, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision. If the employee does not exercise restoration rights, HRO MUST clear the Department of Defense (DoD) Priority Placement Program (PPP) prior to process. An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician NG T5 in this type of appointment does not work towards permanent tenure and can be terminated at anytime with a 30-day notice. If a current permanent employee is selected, the position will be filled as a Temporary Promotion, Change to Lower Grade or conversion. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. NG T32 Dual status employee selected for this position will not have return rights to their former permanent technician position after conversion to NG T5.     A) Possess a current, unrestricted State license to practice clinical counseling work independently (copy of the license must be submitted with your application).

    BASIC REQUIREMENTS: Applicants who meet the basic requirements described below are fully qualified for the specific entry grade (generally grade GS-05). To qualify for positions at higher grade levels (generally grade GS-07 and above) must meet the requirements showed in the Specialized Experience.

    A) Degree: behavioral or social science; or related disciplines appropriate to the position.


    B) Combination of Education and Experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.


    C) Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

    SPECIALIZED EXPERIENCE: The applicant must have 1 year equivalent to at least the next lower grade level GS-11 of specialized experience performing or supervising duties such as providing: primary, secondary, and tertiary prevention programs, specialty training for NG health care professionals and other personnel on issues related to the psychological health of Guardsmen and their families, and multi-level community organization, collaboration, and enhancement; know the practices and policies of their employing agencies; entitlements to agency services; and the functions of the counselor client team, community and social resources, the general local employment conditions; deal with clients who represent a wide variety of vocational, educational, and disability problems; analysis and interpretation of complete psychological data concerning the client, and for assessing factors of personality structure and dynamics; guide the client to a realistic appraisal of his problems, and to an understanding and acceptance of his limitations and capabilities; managing all but the most specialized of personality assessment or evaluation that is likely to arise in the counseling situation; requiring special rehabilitation techniques and resources and be familiar with the family, social, and economic forces that affect their clients.
