General Statement of Job

Under limited supervision, performs supervisory work in coordinating various social services programs offered by the County's Social Services Department. Employee is responsible for supervising administration of social services programs, coordinating program activities with other departments and outside agencies, assisting courts during emergency situations, and consulting with court officials and legal personnel. Employee is also responsible for assigning caseload to Family Service Worker, providing case management support and assisting with cases as needed, and preparing various case records, reports, and other documentation.

This position is essential. Personnel occupying this position may be scheduled to work regardless of weather conditions and/or when general county offices are closed.

Special Duties & Responsibilities
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations.
  • Coordinates daily work activities; organizes, prioritizes, and assigns work; develops work schedules to ensure adequate coverage; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
  • Interprets, explains, and ensures compliance with requirements of Children & Safe Families Act, Comprehensive Services Act, and other applicable codes, codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
  • Consults with department director and other officials to review activities, review/resolve problems, receive advice or direction, and provide recommendations.
  • Supervises and coordinates administration of social services programs involving adult services, child protective services, foster care, adoption, daycare, or employment services; creates and implements new projects and programs, such as therapeutic foster care and independent living.
  • Conducts internal/external needs assessments of the agency to reassess agency needs or to assist other public/private groups in assessing needs of the community; pursues resource development within the community and with out-of-state agencies.
  • Coordinates program activities with other departments, courts, Community Services Board, school system, various committees, outside agencies, or others as needed.
  • Supervises response to emergency situations relating to social services programs.
  • Provides assistance to courts in emergency cases; attends Juvenile, Domestic, and Circuit Court hearings and testifies as needed; consults with attorneys, judges, and other court personnel; participates in multi-discipline team with Commonwealth Attorney's Office and Sheriff's Department.
  • Performs administrative tasks; prepares monthly Board Reports regarding children in foster care and adoptions; reviews state-generated reports regarding various programs for compliance; reviews and approves time sheets; recommends approval or denial of leave requests; recommends budget initiatives to director.
  • Responds to complaints and questions related to department operations; provides information, researches problems, and initiates problem resolution; performs conflict management as necessary.
  • Provides training and support to assigned workers; coordinates training activities for use of computer program; provides backup for all Family Services Worker as needed; provides support by accompanying staff members during investigations of complaints or during court hearings.
  • Assigns caseload to workers and monitors status of cases and investigations; assists agency staff in analyzing case problems through individual and group conferences; conducts staff meetings and case staffings; reviews case records.
  • Supervises Adult Services and Adult Protective Services (APS); reviews APS complaints for validity; supervises staff in investigating allegations of abuse or exploitation of elderly/disabled adults, which may involve conducting assessments of personal care facilities, nursing homes, adult care residences and adult day care facilities, assessing assesses client needs, and making provisions for services such as protective services, companion services, or long term services.
  • Reviews and approves court-ordered child custody investigations and home studies; supervises staff in investigating cases of suspected child abuse/neglect, which may involve making provisions for protective services, conducting court-ordered custody investigations and home studies, monitoring monitors court-referred families, providing court-ordered mediation services for custody investigation disputes, responding to courts regarding child-related questions/issues, evaluating ability of parents to adequate care for children, and removing children who are victims of abuse/neglect from homes or as ordered by court.
  • Reviews and approves child foster care service plans, related petitions, and other related documentation; assists with the training of foster parents, CASA staff, and other professionals.
  • Supervises staff in working to prevent out-of-home placements (foster care) for children through the court system, which may involve visiting children/families in home and school environments, conducting family group counseling when child is at risk of out-of-home placement, teaching parenting skills and discipline techniques, encouraging families to follow through with services to avoid out-of-home placements, formulating service plans offering appropriate services to children/families, or referring families to outside agencies to meet their needs.
  • Supervises staff in coordinating foster placement when necessary, which may involve approving foster homes for placement of foster children, assisting foster parents in providing for foster children, monitoring visitations between foster children and biological families, or updating payment records for foster care cases.
  • Reviews and approves adoption home studies; supervises staff in conducting adoption-related activities, such as completing adoption home studies, maintaining adoption subsidy records for each subsidy case, updating payment records for all subsidized adoptions, or enrolling/dis-enrolling children into/out of school.
  • Supervises staff in managing caseload of VIEW clients and daycare clients to assist clients in achieving self-sufficiency, which may involve assessing needs of VIEW clients and determines appropriate supportive services, meeting with clients who have previously been assessed, assigning clients to work activities, interviewing daycare applicants, assisting clients in dealing with daycare providers, or preparing and submitting purchase orders and invoices for daycare providers.
  • Supervises Family Educator Project and meets weekly with training specialist.
  • Maintains current listings of community resources, social service agencies, or other resources available for clients.
  • Supervises and assists with preparation and maintenance of confidential case records and files; documents all interactions with clients; prepares purchase of services orders and vendor invoices; enters data into computer system.
  • Applies general policy to specific case situations; researches policy as needed.
  • Coordinates annual holiday project; consults with staff and implements program.
  • Supervises or coordinates county-wide emergency programs; supervises activities of emergency workers, volunteers and interns; serves as member of VOPEX Team to assist with shelter management in case of an nuclear power plant emergency.
  • Compiles or monitors administrative and/or statistical data; performs research and makes calculations as needed; analyzes data and identifies trends; prepares/generates reports; submits reports to state agencies as required.
  • Prepares or completes various forms, reports, correspondence, work schedules, performance appraisals, Board reports, case presentations, entrustment agreements, court affidavits, program analyses, grant proposals, statistical reports, case records, client activity reports, service plans, uniform assessment instrument, needs assessments, court reports, adoption reports, custody reports, court-ordered home studies, child support reports, purchase of services orders, invoices, provider compliance forms, applications, funding reports, charts, training/educational materials, or other documents.
  • Receives various forms, reports, correspondence, time sheets, statistical reports, caseload reports, child custody investigations, adoption reports, court dockets, warrant registers, FAPT/CPMT reports, statistical data, case records, purchase of services orders, invoices, applications, court orders, needs assessments, guardianship reports, adult protective services reports, individual education plans, sexual trauma reports, police/arrest reports, medical exemption forms, attendance records, daycare rate sheets, laws, statutes, policies, procedures, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, presentation, e-mail, Internet, or other computer programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner.
  • Communicates with director, employees, other departments, clients, family members, companion aides, social service agencies, government agencies, counselors, medical providers, nursing homes, assisted living facilities, home health agencies, probation officers, law enforcement personnel, court personnel, attorneys, schools, community organizations, professional colleagues, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Attends various meetings, serves on committees, and makes presentations as needed; represents the agency in community and inter-agency activities; participates on committees/boards relating to service delivery, such as the Family Assessment & Planning Team (FAPT) or the Key Leaders Committee; attends Child Protective Services, Daycare, VIEW, Foster Care, and/or Adoption Coordinators meetings.
  • Provides information and education to the community regarding social services programs and issues; provides training and/or makes presentations to schools, Sheriff's Department personnel, Community Services Board, local community organizations, and various groups such as lawyers, teachers, or judges; assists in making presentations to Board of Supervisors and other administrative officials.
  • Maintains confidentiality of departmental issues and documentation.
  • Maintains a comprehensive, current knowledge of applicable laws, regulations, policies, or other guidelines; reads professional literature; maintains professional affiliations; attends conferences, seminars, workshops, and training sessions regarding changing laws and policies.
  • Participates in the staffing of local emergency shelter when this facility is opened by the County to meet community needs.
  • Performs the duties of Director in absence of same.
  • Performs general/clerical tasks, which may include answering telephone calls, entering data into computer, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
  • Provides assistance to other employees or departments as needed.
  • Manages the Promoting Safe & Stable Families grant (PSSF).
  • Performs duties of on-call supervisor during non-business hours and weekends.
  • Performs other related duties as required.
Minimum Training & Experience

Bachelor's Degree in Social Services, Sociology, Human Services, Psychology, or closely related field; supplemented by five (5) years of previous experience and/or training that includes social services work, case management, and supervision or basic management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
