We have an opening for a Fabrication Complex Facility Manger (FCFM) in support of the Facilities Management Division (FMD) at the Oak Ridge National Laboratory (ORNL).

The FCFM is responsible for management of internal and external fabrication resources in direct support of the diverse ORNL Research Mission. Supported by a core team consisting of manufacturing engineers, front line supervisors, an administrative assistant, technicians, and bargaining unit employees (e.g. machinists, sheet metal workers, welders, millwrights, pipefitters, painters, laborers), the FCFM is responsible and accountable for ensuring that fabrication goods and services are provided to research and maintenance organizations. Successful operations are measured by delivering quality products, goods, and services, in a timely manner, at good value. The FCFM provides leadership and vision in developing management strategies for staffing, personnel development, facility utilization, identify current and future capabilities and capacities and communicates them to customers, management, team leaders, and support staff.
- Establish and support a business climate and culture that focuses on safety, compliance and customer support.
- Create a safe work environment adhering to the Safe Conduct of Research Principles.
- Work closely with the research and support organizations' representatives to develop those customer relationships and aligns operations to research missions.
- Manage the procurement processes that support sub-contracting of fabrication work to external shops.
- Lead the core team in ensuring clear communication, providing oversight to work planning, and assuring customer satisfaction.
- Provide clear vision, planning, prioritization, accountability, and development opportunities for staff, and create a culture as outlined in the Safe Conduct of Research Principles.
- Plan for both near- and long-term facility needs, anticipate and forecast operating costs, and manage to established budgets while incorporating reliability, sustainability and efficiency into operations.
- Regularly measure both the effectiveness and efficiency of operations to ensure staff have what is needed to provide products and services efficiently, cost effectively and in a timely manner. Work with staff to identify opportunities for improvement through development of personnel and or upgrades to equipment.
- Coordinate and prioritize resources with peer CFMs.
- Bachelor’s degree in engineering, business management or other relevant degree.
- A minimum of ten years of practical and progressive experience in a multi-craft fabrication operation.
- A minimum of experience or a combination of education and progressive relevant experience is required, to include a minimum of three years in a management or lead role.
- This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
- Candidates for this position should have a technical background consistent with management or supervision of skilled multi craft fabrication operations including machining, welding, sheet metal, pipefitting, millwright, & 3D printing for shop and field operations.
- Familiarity with labor relations principles and working within a collective bargaining union contract environment.
- Master’s degree in business management or related field.
- Candidates for this position should have a technical background consistent with fabrication shop operations.
- Knowledge of technical issues, research activities, and customer interface / support skills that connect customers and providers in collaboration to solve the needs of the customer.
- Strong leadership skills, business management skills, and excellent interpersonal, problem solving, and communications skills will lead to success in this position.
- Process improvement skills for the ongoing evaluation of efficiencies and continuous improvement of operations.
- Demonstrated knowledge of procurements processes and procedures for the oversight management of multipurpose sub-contract vendors.
