The Director of ORSP serves as UW-Stout’s lead research administrator of extramural and intramural research funds. The Director is a leader with strategic vision and strong supervisory skills necessary to guide a dynamic office to support UW-Stout’s polytechnic mission and strategic priorities. The Director also is responsible for ethical conduct of research, research compliance and administration of University contracts and non-purchasing agreements. The Director is accountable for all pre-award activities, including strong knowledge of Office of Management and Budget (OMB) Uniform Guidance related to respective federal funding agencies. The director will work closely with post-awards to ensure a smooth transition from pre- to post-awards for Principal Investigators. It is anticipated the Director will drive increases in UW-Stout’s externally funded grants, contracts, cooperative and other agreements. The Director is also responsible for measuring, forecasting and reporting on externally-funded programs to campus and college leadership. The Director is a full-time annual appointment. The anticipated start date for this position is August 1, 2019.


Minimum / Required

  • Bachelor’s degree from an accredited institution
  • Demonstrated success working with funded programs, specifically those sponsored by federal agencies
  • 2 years experience in a management or supervisory capacity
  • Broad knowledge of and experience with all aspects of research and sponsored program administration and the award life cycle, pre- through post-award
  • Extensive knowledge of and ability to apply principles and regulatory framework of the Uniform Guidance, Federal Acquisition Regulations, and Single Audit

Highly Desired

  • Master’s degree
  • NCURA (National Council of University Research Administrators) Sponsored Project Administration Fundamentals or equivalent training course
  • Three or more years of demonstrated leadership experience in higher education grants management, ethical conduction of research, or similar functions
  • Demonstrated experience managing the development and submission of funded extramural and intramural applications
  • Strong communication skills
  • Demonstrated strategic leadership
  • Demonstrated success working effectively with a diverse pool of principal investigators, faculty and senior campus leadership, as well as a broad range of other internal and external stakeholders


Grants and Contracts Administration

  • Ensure knowledge and utilization of ORSP services across campus.
  • Lead and coordinate institutional efforts to secure external funding;
  • Drive growth in external funded programs to ensure a viable and sustainable research enterprise.
  • Facilitate an efficient pathway for externally funded programs through the entire sponsored program lifecycle.
  • Lead and coordinate intramural, institutional, state and federal grant-seeking efforts of faculty and other staff including orientations and workshops for working with the Office of Research and Sponsored Programs and for grant writing.
  • Ensure integrity, including consistency with University and sponsor guidelines of external funding submissions by assisting investigators with development of proposals, reviewing proposals, and routing final proposals for appropriate University review and approvals before submission to sponsors.
  • Coordinate with principal investigators and research accounting to ensure post-award requirements are met in a timely manner.
  • Supervise student research funding awarding and dissemination efforts.

Research Policy a
nd Compliance Management

  • Guide and/or participate in the development of research policies and procedures;
  • Interpret research policy for faculty, staff, administrators, and other University stakeholders;
  • Supervise staff responsible for the Institutional Review Board for the Protection of Human Subjects (IRB), the Institutional Animal Care and Use Committee (IACUC) and other research ethics and compliance activities; and
  • Manage campus conflict-of-interest reporting procedures, and other research compliance processes and reports.
  • Serves as liaison to various research compliance and grant related committees as assigned. Assist researchers with protocol improvements when necessary.
  • Assist investigators with reports and protocol updates during the post-award period.
  • Lead financial pre-award activities and coordinate post-award financial activities with UW-Stout Business & Financial Services.

ffice Operations and Management

  • Supervise the staffing, budgets, and operations of ORSP; and
  • Coordinate communications and operations with other relevant units on campus.
  • Manage the campus Gift-in-Kind process.


UW-Stout has consolidated its comprehensive research administration efforts in ORSP, a unit within the UW-Stout Discovery Center. The Discovery Center reports to the Provost and Vice Chancellor for Academic and Student Affairs and is charged with advancing UW-Stout’s polytechnic focus on applied research by expanding the university’s commitment to quality and innovation, transformative education and interdisciplinary collaboration.
