The Budget Division within the Business Services Department is seeking a motivated, dependable and experienced Budget Analyst to assist in the development and preparation of annual operating and capital budgets. The position also authorizes budget changes, analyzes budget impacts and prepares projections and reports. Responds to budgetary inquiries from management and operating departments.
Responsible for assisting in the overall process of preparing and administering the City’s annual operating budget, five-year Capital Improvement Budget, and multi-year revenues/expenditures forecasting. Budget Analysts compile and analyze both statistical and fiscal data as the basis for preparing specific schedules, tables, and narrative summaries that are included in these various budget documents; and evaluates departments budget requests based on related performance information.
Prepares budget recommendations by documenting, proofing, reviewing the requested budget from the department, preparing a recommended budget for City Manager and completing the budget document, and making changes to the adopted budget as requested.
Performs budget management and control by authorizing, reporting and projecting budget expenditures and revenues. Acts as consultant and facilitator to departments and management by assisting in the implementation of policies and procedures or providing information.
Assists with producing the short-term, mid-term, and long-term forecast. Assist in the research and identification of economic influences in the City’s revenues and expenditures, and performing statistical analysis and comprehensive review of forecast model variables; and providing support in preparing summary presentations and reports for City management. Will also learn about the development and testing of the forecasting system.
Minimum Education Level & Type: Bachelor’s Degree
Minimum Experience Qualifications: At least 2 years of experience in developing, monitoring, and preparing of annual operating and capital budgets or financial transactions

Bachelor’s Degree in Finance, Accounting, Business or related field
Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in an Oral Board interview.
- Oral Board Interviews will be held the Week of December 9, 2019.
- Selection/Hiring interviews may be conducted the week of December 16, 2019 or December 23, 2019.
Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant’s ranking on the Civil Service list will be based on their final score which will be calculated as:
- 10% of your rating for education and work experience
- 90% of your oral board interview
This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
