Associate General Counsel AD-0905 – Job, WV

The AGC serves to interface between the various SDOs investigative agencies and
federal prosecutors and other officials, and generally coordinates the development of
matters for consideration for referral to agency SDOs.

The AGC reviews investigations and audits to determine which case merit further
consideration by the SDOs for official actions, which should be referred for civil action,
including the civil False Claims Acts, referred for criminal prosecution and which should
be closed.

The AGC gathers, analyzes and presents information and prepares ARMs and other
documents to support action referrals or to solve suspension and debarment actions.

The AGC develops plans for sharing important information and developments in S&D
cases with internal and external interested offices, and obtains from them any important
information or advice that may have bearing on the matter.

The incumbent may also provide operational advice on issues related to criminal and
administrative investigations conducted under the purview of the SIGAR Inspector
General, including, but not limited to those involving undercover operations, consensual
monitoring, subpoena duces tecum, investigative jurisdiction, law enforcement
authorities, and other related matters. Provides advice and counsel regarding
interpretations of contact clauses, the Federal Acquisition Regulation and agency
supplements to that regulation to assist investigators and auditors in the development of
investigations and the referral cases for criminal prosecution and/or the filing of civil
cases, including civil False Claims Acts cases.

May assist the Senior Counsel, the Assistant Inspector General for Investigations, the
Assistant Inspector General for Audits, the General Counsel, and other top SIGAR
officials in the preparation of testimony related to the assigned activities. Following
formal hearings, the incumbent may assist in representing the interests of the Special
Inspector General in direct dealings with members of Congressional committees and
Committee staffs.

At the request of the SIGAR Inspector General, the Assistant Inspector General for
Investigations, the Assistant Inspector General for Audits, the General Counsel, the
Senior Counsel or other SIGAR officials, performs other duties as necessary to further
SIGAR’s mission and organizational goals.


The incumbent must be a fully qualified attorney admitted to the bar of the highest court
of State or a Federal court.

In addition, the incumbent must have extensive experience as an attorney supervising
and conducting criminal case file reviews, providing oversight over Government
contractors and in reviewing investigative work product.

Ability to establish and maintain harmonious relationship with other Federal officials
involved in S&D investigations and processes.

The incumbent must have completed and submitted for review and approval a
confidential statement of employment and financial interests. The incumbent may be
required to review classified information in order to fulfill his/her responsibilities, and
